he questioned how seriously WWE was taking CTE (being a former pro) and I think that soured higher ups on his initial push

I wasn't watching, only saw clips. But Bum Ass Corbin made me laugh my ass off.

 

The non-Bloodline heel pecking order on Smackdown goes something like Theory, LA Knight (who is also their top non-Uso babyface at the same time), Pretty Deadly and.....idk Kross? So yeah, you can probably fit Corbin in since he's a big dude who is naturally unlikable. The bigger problem is there's nothing for these guys to do, so a push is just getting on TV at this point.
