I don't think it legitimises Vince's total creative control. I think it legitimises exclusive contracts more than anything. It's more than likely Dragon Gate not wanting their champion to lose. Pac probably didn't know he'd still have the belt come DoN.

That or its visa issues as Pac has been having recently and this is a big ole work.
