Probably. At least the midcard and down. I know Bryan/Cena/Owens have gotten out of it and Sami and Black aren't allowed.

I assume it's kinda a "nudge nudge wink wink" thing where yeah, talent are allowed to say no, but the lower card guys(whether a valid concern or not) are worried about their careers/possible pushes to say no.

They cant force them to get on a plane and appear, but I imagine they have the ability to fine them for not going. With things like the Battle Royals, they have to fill out enough of the card that its definitely hard for mid-level guys to say no. They've done KOTR, Rumble, Surv Series, and the tag turmoil style matches...I kind of wonder what their next "biggest ever" will be. Biggest womens rumble would actually be wild; not sure what else they could really run with gimmick wise aside from a War Games.

Rare bones fantasy booking: get the tag belts off the Warriors, build the Women’s SS match around Asuka being undefeated in NXT and let her be the sole survivor and win the match for Raw (or Smackdown, I have no idea what brand they’re on) to get her re-established as a badass.
