I think they could if it's a special set like "Plans 20th Anniversary Set" or something. I've saw Death Cab headline Madison Square Garden in 2015, and I'm seeing them there again next week for the Transatlanticism tour. And I think in LA they've headlined the Hollywood Bowl a couple of times. May not do arenas all over the country but they're still a big draw. As for Weezer, they've been an arena level act for the last twenty years. No artists either last year or this year play venues as big as them except for MCR, Blink, Green Day and Paramore. So I definitely think they'd headline. I'm pretty sure that the first ever When We Were Young festival was in 2017 and it swayed more towards indie rock. So I definitely could see them bringing in acts like The Killers, Bloc Party etc. Make the focus less about the emo scene itself and more on the early aughts in general.
Feel like no matter what they do it will be downsized unless they repeat bands with full album plays. That is unless the band that’s not to be named would play it. Which would lead to almost everyone here not going but unfortunately I think the general public would.
I think that a few mid-tier acts could headline if there were interesting album plays. I could see Death Cab headline if they did a Plans or another Transatlanticism album-play. Weezer doing Blue Album, Modest Mouse doing Good News… I think that could get some tickets going
The first When We Were Young festival in 2017 did sway more indie, in that it was meant to appeal to both "punk/emo" and "indie" fans but... I really don't think it's a 1:1 with what people are talking about but here's the original line-up. This festival isn't like Riot Fest, Shaky Knees, Bonnaroo, Coachella, or whatever where it has this long storied history and incremental growth over the years. There's no "roots" to go back to. This one event happened in 2017 (and if I recall didn't sell very well), they then used the same name a few years later, and re-packaged it as something completely different and much bigger Which speaks to what you're saying, really. They could definitely cut out like, 25-30% of the Warped Tour type acts on the poster and slot them in with the Killers, Bloc Party, the Bravery, etc. And it would work just fine for your average attendee. Because those bands were all on MTV and rock radio at the time and that's just as nostalgic for folks at the end of the day. But I don't think it would be because "we used to have indie bands at our festival" it'll just be because it's what they need to do to sell tickets.

I’d assume week of. Also, there only seems to be enough acts for three stages this year if they follow the same set times as last year. Anyone think we might see longer sets if they decide to keep the four stages?
My assumption is they cut that stage that was under a tent last year and have it as the two mainstages and keep the remaining side stages. Idk what Sick New World did
im not sure there’s even enough acts to do the 4 stages with only giving 30min sets to the majority of the acts like they did last year. they booked 68 acts last year, this year only has 53. I’d love if that means they keep 4 stages and give all the main stage acts at least 45mins.
Just checked and looks like the Neon Tent Stage had 15 acts (not counting Landon Barker DJ set). So there's your 53 on this year's lineup perfectly. 68 bands last year - 15 Neon Tent bands to get to the 53 on this year's lineup.
