not necessarily. Blink seems a slam dunk to play Long Beach. They’re likely the biggest band playing but they’re local and willing to do it cheap. DC may require more money for fly ins/lodging than Florida or California dates.
If Blink was playing any of these cities, ticket prices would've been double what they were to begin with.

People's expectations are just so far off it's hilarious. It was funny even back in the mid 2010s watching people think FOB or Green Day or Paramore would be on the tour. Like can we be real lol
I have a friend who is absolutely convinced that My Chemical Romance, Fall Out Boy and Paramore are headlining DC. This same friend is also complaining that $260 is a rip off.
In general, I think the "bands love playing Warped so will do these festivals for cheap" trope is way offbase. Bands loved playing Warped Tour back in the day because of the vibes. And most of the artists who continued to do it on the regular from the early days (Pennywise, Reel Big Fish, Less Than Jake from the 90s and then Senses Fail, Silverstein and such from the 2000s) did so because their "value" never really ticked upward in a major way but they still got something positive out of it. ...And most of the bands that had that? It wasn't really due to Warped Tour. It didn't hurt but it was a very, very small part of a bigger equation. Warped just got real lucky a few years booking bands as they were primed to pop anyway. And most of them only did the tour like, once or twice. I'm pretty sure Blink only did the full tour once! I don't doubt Lyman when he says most of the negotiations were pretty easy. But I'm sure a bunch of the bands who said no because the finances wouldn't work were the ones people are speculating as headliners. And I'm honestly just confused as to how they're so closely associated with the tour anyway because of the reasons I listed above. LOL
I could see Blink doing it, but my only reasoning is that Blink was supposed to be a surprise guest on the Pomona stop of the 2018 Warped tour (but ended up cancelling because of Travis having health issues). So it seems they are game for that type of thing. That being said, I’m not anticipating them and will not be surprised if they aren’t doing it in the end

Seeing the current flyers on the website DC is now safe from Falling In Reverse! I do fear they can fit the name between Enter Shikari and Fever333 in LB, but at the same time... them being headliners in several festivals, wouldnt that make them too big for Warped?
Lol I feel you. Same friend bailed on me for Jack's Mannequin this summer because they thought the $65 price meant that Andrew McMahon was some sort of corporate sell out. I don't understand how you can be so invested in music and yet have no grasp of what concert prices are typically like.
I'm guessing it's a lock at this point that the headliners for orlando are falling in reverse and a day to remember
