I mean, it depends on the games and how far in development they are.

 

Games need to be delayed it they can't be made, and like Vase said depending on how fare in they are (and where the companies behind them have studios/resources) work might slow down or even come to a full stop

if they’re already done like TLOU or GoT there was no need to delay as far as I can tell

 

They delayed TLoU because of production and distribution problems related to the physical copies. Since then more stores (to a certain degree, especially in Asia and Europe) and production lines (to a larger degree, in China as well as Southern Europe) are open again.

The main (but not only) reason they did not just go digital first was probably not to break deals and sour relationships with their retail partners.
