Personally I feel like Parks and Recreation is more consistently good over the entire series but the highs of the office are ... higher. I mostly base that on how much I quote from either show on a daily basis and what I tend to rewatch more without getting tired or bored of it
Parks and Rec is definitely way more consistently good from start to finish (minus season 1). The Office really does drop off a lot in S6, but S7 is way better. Then it's been pretty alright since Steve Carrel left. It bothers me how much they changed Andy once Michael Scott left, though. They basically just merged the two characters.
Besides the documentary framing, they're almost opposites. "The Office" often centered on being mean-spirited and cringy, where "Parks & Rec" was about its characters cheering each other on (even if it's reluctantly for Ron and April). Also, for the most part, P&R got better as it added more characters, where "The Office" got worse.
The “people being out for themselves” atmosphere is why more people connect with The Office. It rings true to many people who work in offices/corporations. I thoroughly enjoy Parks, but The Office has much greater cultural significance.

Other than maybe going too far with the name calling, this is one of the few scenes that I can remember where I thought Michael was completely in the right
Going through my first watch of this show ever. On season seven, and Andy is definitely my favorite character. The Sweeney Todd episode is one of my favorites.

I'd kill to have been able to visit the office during the time it was on the air. Actually, I'd even love to check it out NOW...
