I think a large reason viewership may have gone down is due to the lack of Pedro. At least, if you look at the IMDB ratings per episode for Season 2, the episodes without Pedro are far lower than the ones with him. I think that will be something they continue to struggle with in Season 3, especially when it appears it's probably 2-3 years away.

They've made it pretty clear that the infected aren't really a priority in the show. There's like three scenes with them in this season. Abby's story is huge and there's only 8 eps. It's not impossible
I could've sworn they said season two was 7 episodes and season three was 8, but now I can't find that so maybe I'm wrong
All they've said is they know S3 definitely, 100% needs to be longer than S2 and it's their plan to have more than 7 episodes.
