I think it’s neat when stories can take for granted that a bunch of weirdos exist in Gotham, without needing to watch their “origins” beforehand or have them be central characters with plot-driving arcs. If we accept that there’s a guy in a Batman suit and some other freaks. Why do all the supporting characters and extras have to be normal people? Just let it be a fully fleshed out world. And then tell a story within that world.
I really hope Batman shows up in The Penguin series. It be really cool if he just shows up abruptly during some drug deal and messes things up and that's it. It be cool to see that perspective from the villain side. Like the Batman experience from SS game but not suck.
