As hilarious as this is (especially sending it out with Frank Carter’s image) they should have cleared the sample.

I think suggesting they should have cleared the sample ignores the likely fact that they intentionally decided not to. The bigger surprise will be if Adult Swim was aware and OK with it. Song rips though, and Sargent House is a perfect match. Hope they do lots more together.
Legally? Probably. But this is about the art, man. I mean, is he really going to sue them over this? Probably not, that’s generally not a good look. And complaining about it online is just going to get more people to listen to it, which only exacerbates the issue. He should just get his people in touch with their people, work out a deal and enjoy the music.
It's just fundamentally a bit rude to use an outtake recording without his knowledge. He's perfectly entitled to be a little pissed off about that.
Turner also would have next to nothing in damages. The song was released for free on Adult Swim. His share of streaming money would be nominal. Could he sue? Sure. Would it be productive? Almost certainly not.
