if they're only just starting to write, i don't even know if i'd put 2022 on the release radar. best case scenario they write, demo, and are ready to record by maybe fall? spring/summer 2022 release? assuming they can also tour again by then, which i believe will directly impact when the album is released.
If they are going to wait until touring comes back 2022 or 2023 would be mostly likely. If they won't be touring and just want to focus on music I could easily see a late 2021 release. No reason to wait between writing and recording unless life gets in the way again. They won't be touring 2021 we know that at least.
I mean, 2016 to 2023 is a long ass gap. Not wanting to drop a full length they can’t properly tour for makes sense, but I could see at the least an EP to tide fans over
TBS has been a band for 20 years and 90% of the fans who attend their shows only go to hear songs from their first three albums so sitting on a finished album because they can’t tour at this point of their established careers would be unlikely. That said, I don’t see them releasing an album until at earliest, late 2021/early 2022 due to the fact they were in initial stages of writing and haven’t even finished that, demo’d or recorded...and the way they wrote that tweet, doesn’t sound like they are going back to writing sessions anytime soon. So, it’s gonna be a while.

Sink into me is not something I go back to but I can see someone digging it. Carpathia is pretty good musically but I hate "I was a tower and you were an airplane We happened before we knew what was happening" So it ruins the rest of the song for me. 11 years and counting of defending/discussing New Again on AP/Chorus.
