Can Arcanine still learn moves in Arceus or should I wait to evolve it? Not sure if this game follows the same formula on that

 

Been chipping away at Arceus on and off throughout the year and I'm currently stuck at the Heatran fight inside the volcano. Just cannot move quick enough to avoid its attacks, let alone get the mudballs on it.

Overall the boss fights are far and away the worst thing about this game. The movement is just not good enough for them to work.
