The old way of doing updated versions doesn't really make sense anymore when you think about it. It's cheaper for them to push digital DLC instead. Makes a lot of sense to do this.

Past games had different mega stones/z moves in sequel games so it makes sense But yeah the Pokemon subreddit won't see it that way hahaha
