There are two guys that dog them up by the nursery for WP. You can also get to sets by the place you catch Yamask. To get the second set, you can trade them attached to pokes and then they will spawn with the diggers.

 

Woah, that last part blew my mind lol

I got 2 sets but can't even remember how, didn't know you could get more

Also how do I turn it into a Pokémon?
