Exactly. A lot of filmmakers and showrunners do this. It's like asking why Danny McBride keeps setting and filming his projects in the Carolinas. You escape Hollywood and build up your own little mini film industry in an area you really like, which in turn helps the local economy there.
Also ABQ just feels like the type of place a fantasy novelist would live. Doesn't GRRM live in New Mexico?

Would she not have to give permission to join if she has to give permission to get the stem cell? I mean they won't pick an apple off of a tree but they will eat it if it fell off organically. So, they are very specific and deliberate rule followers with their choices.
