He's an unrestricted free agent, not an RFA. So, its either exclusive franchise tag (nobody can negotiate with him), non-exclusive (anyone can offer him a deal, but they'd lose two 1st rounders), or transition tag (steelers can match a deal at best)

They're gonna have to blow the market out of the water. I just set it up where they both offer brady 2 years, 90 million fully guaranteed and trade for Julian Edelman, and they're still well below the cap. They should go for it and get fucking crazy.
