Late to the London discussion but I remember reading a few years ago that owners will never approve certain teams to go overseas because they don’t want to lose a home game and/or don’t want to lose the revenue that a big name road opponent will bring in.

Green Bay, Dallas, NY Giants, New England are probably all teams that will never play overseas. All those teams have fans that travel well (especially GB and Dallas) so even if it was a “road” game vs Atlanta or something, Atlanta ownership wouldn’t approve of that because of all the lost revenue of having those franchises come to their stadium. Which means less “desirable” and money making franchises will continue to get shipped out
