I suspect that 1 second represents anywhere from 0.999999 seconds to 0.00000001 seconds....so you need the clock to actually read 2 seconds (aka, 1.0000001 to 1.9999999 seconds) to actually get another play...since the NFL doesnt do partial seconds like the NBA
