If they didn't announce 68 as eligible and didn't call a penalty, cowboys would have good reason to gripe. So beyond getting refs competent enough to now fuck stuff like this up in the first place, how do you actually fix that problem if it happens? Replay the down without either team losing yardage? Give each team an emergency time out they can use for situations like this, but if you use it incorrectly its an unsportsmanlike conduct penalty?
