Its the "football move" part of the rule. On the normal field of play, the idea would be that he'd have to take a step beyond two feet down; or reach the ball out, or make a juke, to actually complete the act of catching. Same goes in the end zone; though if he catches it near the sideline and just drags two feet, its a catch...its a nightmare of partial scenarios
