I think I'd rather change the rule so that if you fumble the ball out of bounds anywhere on the field the other team gets possession.
If they allowed retroactively calling penalties on plays already being reviewed, it would be complained about a dozen times a game because there are uncalled penalties in every single play. You can’t have perfect refs, just isn’t possible.
He fumbled the ball because of a helmet to helmet hit but we can’t review the health hazard because ugh I don’t know

Yeah, penalties get missed every game. It sucks. But applying which rules you do or don’t like in order to make a game more exciting at the time is idiotic.

I'm more specifically talking about helmet to helmet plays. The NFL likes to pretend that they care about player safety and have tried to "enhance" that rule. It should be reviewable at the point of action, not like away from the play or anything.
Every 15yd penalty should be reviewable. Its a massive turning of the tide (especially since almost all come with auto-1st downs). Leave offside/false start/holding and petty stuff like that to not be reviewed...but if I think a ref f'd up a late hit call, it should be reviewable
This is where I am with that, I think you should be punished on offense for fumbling the ball so I don't hate the touch back rule and would go even further as well. I'm also tired of constant rule changes that favor the offense in this league too tho so maybe I'm a spoil sport
