I’d say the chances of them converting that 4th down are pretty slim. They had 3 timeouts and the 2-minute warning and Brady had been pretty bad the entire second half. It was not nearly as big of a coward move as people are making it out to be.
Genuinely curious if that is "based on all NFL plays of similar distance and situation", or if it accounts for Rodgers, Adams, etc. Feels like if any team is suited to convert that play, its a QB who can make shit happen and the best red zone WR in the league. There's also something to knowing you're tied, or down 2 after a failed 2pt conversion, versus being down 5. A lot easier to get a stop and convert on those latter scenarios.

Because there were several plays where holding was occurring, they just weren’t calling them. Seemed like more than just missing one, they were clearly letting them play a bit more aggressive

this is saying the opposite of what you were saying lol. It says the percentage of winning if they succeeded with a TD is 24%, compared to the 9% chance of winning with a FG
holding is one of those penalties that's just not worth complaining about because the same people would 100% be complaining about the flow of the game if they actually called holding correctly 100 percent of the time
