If you contact the receiver early and didn’t even look for the ball it doesn’t matter if it was catchable or about to go over your head. The WR had a chance to come back to the ball and the CB violently got in the way which you typically get called for every time. Had he any idea where the ball was, he was closer to it and he would have swatted or intercepted it. Going strictly for the receiver and interrupting their catching motion is cheating and therefore it’s a PI penalty.

Kamara was WIDE OPEN on the play in OT where they called PI on the Rams

no one was on that entire side of the field
