Guessing the tickets thing has to do with keeping costs under control. Last time it came up, someone mentioned Kanopy charges libraries per stream and is generally more expensive than the other similar services. Hoopla (which my library uses) has a limit of credits per month, but all movies are just one credit.

My library card also gets me free NYT access and some other cool stuff.

 

Well that seems more reasonable then

 

With mine I'd get Kanopy, Libby, Hoopla, New York Times, Tampa Bay Times, access to Linkedin Learning Courses, and some languages learning software.
