I’ll have to look into the specific interpretation more that you sent, but it sounds to me like it’s probably moving in the NBA direction as it relates to some player control fouls, more specifically, the block/charge. In most levels of basketball the defender can obtain legal guarding position and be moving, thus having a charge. The NBA makes it more clear that defender has to have obtained legal guarding position and not be moving. My guess without knowing too much is the college game is slowly moving closer to the NBA interpretation.

Kind of relieved the Kansas/Colorado game was cancelled. I'm not convinced this team is ready for that kind of challenge.
