Unfortunately Netflix has a really bad habit of going off of their internal analytics, which in theory makes complete sense, for which actors are most popular on their platform, but then they just start churning out content with them because they're up and coming names and just want something to grab people's attention. Then other studios catch wind and are like "oh dang, David Harbour from Stranger Things seems to be popular right now, we need to move in on that, do we have a script or a property we can shoehorn him into?" I mean, it's happened forever and it's a bummer. I don't know whether or not he's a good actor or not, I haven't seen enough good stuff from him to make that claim really, but he's definitely a victim of the current industry just trying to capitalize on his name rather than his abilities. Also, he's an actor, he's not an A-list and he wants money. Of course he's going to attach himself to these projects because if even one of them explodes in popularity/quality then he's got success on his hands and it was all worth it. With how shitty actors are being paid and how dumb the contracts are I don't blame him for wanting to just take advantage of the time that he has when his name matters to people.
David Harbour also spent most of his career being a supporting actor. He’s gonna jump on any starring role, especially with a pretty well-regarded director.
