I know the sheer number of eligible teams make it different, but the qualification process for UEFA's big guns is so much easier than like CONMEBOL or CONCACAF. UEFA's only surprise in the top two positions of each group is North Macedonia. Austria isn't even being punished for coming fourth because of their nations league ranking. Same for Wales/Czech Republic (depending on whoever comes 2/3 in that group, they're both in no matter what).
