Idk. It definitely seems like he scoops the ball away with his arm even if it hit his thigh first. Any subsequent use of the arm still constitutes a hand ball.

 

The only thing you can be annoyed about as a Chelsea fan (or a Chelsea/Tottenham fan) is that the ref barely looks at it.
