At least he tried to do something to own up to his actions of killing countless people and didn't hide from the truth or telling people the truth
I'm not talking about the Accords - Tony is clearly wrong there. I'm talking about the end of the film where Tony finds out the truth. If Cap would have informed him earlier in an environment where he could have actually processed the information then 1) Zemo wouldn't have had leverage 2) Tony would't have reacted the way he did.
Hindsight is 20/20. But it’s not really a revelation people have to normally think about and consider how to communicate it.
Either way, Civil War is a bad movie, I very much wish that they could have done the actual comic story
Winter Soldier is so so good. It definitely was a step down, but I have a little faith they'll be able to make something as good again in the future.
As an adaptation, it’s a letdown, but as an MCU film that pushes the overall narrative, I think it’s great. It’s one of my top 3 MCU films. Marvel had to work with what they had at the time so I can’t really hold it against them. Civil War had to happen while both RDJ and Evans were present.

Like many movie/tv shows, I think it was dumb to just have Cap say "I didn't know it was him" and offer no explanation beyond that. Like, I think Tony probably calms down at least a little bit in his hatred for Cap if he says "2 years ago, I saw a video in a Hydra facility from AI that implied that the Russians used the Winter Soldier to kill your parents, but I didn't know for sure." Idk.
I don't think it was really even meant to be a defense, which is why it came out so weak. Steve knew he did Tony wrong, and nothing can change the fact that he knew information he chose not to reveal to Tony.
