haha basically, the state pays the contracting agency a certain amount per hour of my work. i get most of it, but the contracting agency keeps their piece. so say someone makes $15 an hour for their work, the agency i work for gets maybe $4 so the state pays $19. the state wants to lower that price to say, 17. does the agency take the hit or lower the worker's pay and hope they don't bail? or do they not budge at all, but agency #2 does and my agency loses it's in with the state? it'll be a mess.
