Latvian song? French maybe?

Trying to figure out the artist/title/lyrics for the first song on this youtube clip. I believe it may be Latvian but have no way to determine the lyrics or origins. Also, the boat is apparently the Fleur de France, but I don't recognize the lyrics as being French in the song.(marimba remix panda)
