I thought they had a cliffhanger episode for who his father was and then the next one just didn't involve that story at all and people got pissed
Yes, they trolled everyone by having a whole Terrance and Philip episode. It ended up that Cartman's mother was actually Cartman's father because she was a hermaphrodite, which left the question of who is his actual mother unanswered. It was a complete farce.
Wasn't that also the first season? Or 2nd season maybe? From what I remember they pumped it up the entire episode that we'd find out, then cliffhangered it, and then started Season 2 completely unrelated to it on April Fools Day lol And then the episode aired and dude got shot before he could tell us, so then the entire episode was them trying to keep Mephisto alive and Kenny had to go reconnect the power and got eaten by raptors lol
They got a lot of hate mail for it. They said they didn't realize how much people were emotionally connected to the show.

Yeah, but it’s not drastic. I’d say 10-13 are weaker mostly because it stops being a satire and ends up being a family sitcom.
