Yeah I don't see how Kanye ever fell off. If anything he fell off a bit during the Yeezus cycle looking at ticket sales alone but even so he's been one of the biggest artists in music for the better part of a decade.
I think Yeezus might have alienated some people that didn't want to follow him there but I don't think they were lost forever. And he won a few new fans, at least among people I know, with that record as well.
I don't think Kanye ever significantly dipped in popularity. Each album had hits, topped the charts and had large tours.
Speaking of the Yeezus tour, I'm interested to see how Kendrick tours off of DAMN. considering on the Yeezus tour he did not seem suited for arenas but he's astronomically huge now and I can't see him playing the other kinds of venues I've seen him at before anymore

I don't think that'll continue to be the case though, TPAB was a special album in terms of how it was written and the terms he wanted to play it on, since DAMN. is a bit more "mainstream" I see him touring off of it

Kanye hasn't dropped off in the slightest. TLOP is just as great as anything else in his disco. It's actually my second favorite Ye record between MBDTF and Yeezus.
Twisted Fantasy is his best and it's not even close. I'd out 808s second. Yeezus is as high as third for me sometimes.
