Just my assumption, but to me, it feels like they didn't know how to wrap up the trilogy or actually deal with the whole "dinosaurs aren't contained to an island" problem in a satisfactory way so they pivoted away from this whole issue completely. They couldn't commit to an ending so they did a side quest instead. In basically every other movie besides Fallen Kingdom, the movie is over when everyone escapes the island. You can't do that anymore when the dinosaurs are free and roaming the planet. So instead of finding some sort of (admittedly ambitious) ending where all of the dinosaurs die or even implying that the humans will eventually be overtaken because they've officially crossed over to the point of no return, the writers just invented a side problem to solve (the locusts). I feel like that's why they built up this "dinosaurs are loose" problem so much and then....just waved it away in two lines at the end. Herbivores are fine, carnivores got picked up and sent to a sanctuary....even though every movie has shown us that it's not that easy lol.
It's depressing, but the box office has quite frankly borne this out. The films are successful so there's no need to shake up the formula. They just churn one out, film it, and print money.
There would be enough time if the studio wasn’t glued to a summer 2025 release. It’s not like an extra year will hurt. A bad movie will hurt, however.

A majority of the films in the series are bad. It would be off-brand to make a good one at this point.
