I don’t really understand your arcane laws but couldn’t distributing also mean handing it out to people?

 

Typically if someone gets caught with over a certain amount of a drug, they'll charge them with intent to distribute, even if it was just for personal use. They assume that if you have "that much" then you must be selling it.

Also if you have a scale or baggies or something like that, they might try to charge you with distributing.
