not sure how universal this is, but if you're in state gov/civil service in NY like i am, there are exams you take and your score determines your place on a ranked candidate list who they contact in descending order until the positions are filled. they are horribly simple and easy. for reference, the computer keyboarding exam was a written multiple choice test that didnt even have a computer in the room that just made sure you could alphabetize and checked for basic reading comprehension. id put it at an eighth grade level. the test is REALLY there to create a wall between the job vacancies and the general public or else every one ever would apply because the benefits are great. putting an exam, an application fee, and a long wait deters most people that are just throwing their resume any and everywhere they can.

at the county level its similar but a little more accessible

agreed about NYS tests - its actually pretty crazy how little these tests have to do with the actual positions. i took two police tests years ago and like, not one question about actual law or police work - if you can pass basic reading comp., you can be a cop, which is probably part of the problem.
