I can think of other artists who’ve lifted lines as a tribute. One of my favourites, Brian Fallon of Gaslight has done this (most notably on Sink or Swim). Heck, the band name is even a tribute of sorts. Early November has a Get Up Kids line in one of their songs. I think the intent is important.
I love FOB but nothing will convince me that lifting a much smaller artist's line without attribution or asking permission (or, you know, cutting a check) doesn't suck, particularly when we know the artist in question wasn't happy about it.

Artwork is likely real. The original image of the dog has been unearthed and no other results show in a reverse image search. The artwork was hanging behind Pete in an Instagram post made on Friday, and the original Russian leak was posted on Wednesday, long before any of us knew about the Stardust line. The FILTER watermark is present on the artwork and can be found in other correct leaks from this source including RHCP’s last album cover.
