There is always a debate about that. When Killer of Sheep finally got a proper release, a lot of people called it one of the best films of 2007 even though it was filmed in 1978. We aren't talking about that dramatic of a time jump, though. It doesn't make much sense to call a film that didn't come out in America in 2024 a 2024 film. It is usually reserved for foreign films, but there are some English-language examples. You could call The Life of Chuck a 2024 movie if you wanted to because of festivals, but everyone recognizes it as a 2025 film and it will appear on best or worst of 2025 lists. Since someone brought up that awful awards show, both The Hurt Locker and Crash would be in the "wrong" year if we used a different criteria.
