Maybe he called it the summer sixteen tour because it happens during summer sixteen and the song has nothing to do with it
Hotline bling was one of the biggest songs of 2015. It was never *not* going to be on this in some way. Summer sixteen bricked commercially and was clearly not ever meant to be on the album
dont think he ever said it was explicitly off views but if you find it i'd be interested to be proven wrong. i think the closest it got was "Taste" of views

I was at dinner with my friend tonight and we were talking about the album coming out Friday and I was talking about One Dance, then they played One Dance at the restaraunt. Then I was explaining Summer Sixteen being a hype single and they played that, then it was all Drake all night, pretty sure they were just listening to my conversation the whole time haha

Hey! I read that earlier! He had an error where he said that Hotline Bling had 400,000 listens on Spotify and 700,000 on VEVO. I emailed him to correct it haha
it also implies that drake is deliberately making the album longer to cheat but its not like his albums haven't always been unwieldy. idk, seems like a lot of half-thought out ideas
Well it just stems from the fact that IYRTITL had basically every song on the album chart at 1 point, which was just a by-product of the way he released the album. His logic is probably just an assumption based on what news he heard about Drake so far, not that he is actually a fan. We get it, an outsider might not.
nah, that's gary suarez, he's familiar with drake and knows what hes talking about usually. he's a rap (and electronic) critic first and foremost, he's not an outsider on this one
