It’s the start of s4. After the Namek stuff and before Trunks arrives. I don’t know if this was an urban legend or legit, but I have a memory that Garlic Jr was an American produced saga to bide the time until the next episodes from overseas were ready to be dubbed and such. I could check that now I’m sure. But I kind of just want to believe it haha
I did learn recently that the first dub of DBZ only went through to when Goku arrives on Namek and then was abandoned to be later picked up with a new VO cast later on. They ended up going back and redubbing that first run with the new cast and having just watched through that, you can tell the cast were in the groove with their voices for that first portion and then it feels a little off at times once Goku joins the fight on Namek. Which makes sense as that’s when the cast first started on the show. And the first batch was dubbed later on when they had it done well. Love that kind of BTS stuff.
Apparently the Garlic Jr saga was not written by Toriyama anyways, but it was in the Japanese manga EDIT Or.. I guess it wasn't in the original manga, but added to it later on? Google is a mess
I think the OG is called the Ocean dub (believe the studio name inspired that) or something like that. I’ve never heard it. The dvds I have and Crunchyroll are all from the new cast from Funimation.

Also, that Ocean dub was more censored than what would come later. Less blood and such. Not sure what all was cut. People seem to really like the OG Vegeta dub.
I think you were right that it was just made as filler and not in the original Japanese manga. Just retroactively added later on. Not 100% sure if it was made for America to catch up, but that sounds likely
Garlic Jr. wasn't part of the manga, but bear in mind the original DBZ anime aired in Japan years before it came to America. Garlic Jr. was a sequel to the events of the DBZ film Dead Zone.
My favorite character used to be Goten when I was a kid. Now it’s Future Trunks (Z version). I didn’t care much for future trunks in Super. In Super my favorite so far is probably Broly.
I don’t love the Garlic Jr. saga but tbh my least favorite filler in the series is Bulma, Gohan, and Krillin’s journey to Namek. Probably just because of how fucking long it felt like it took when I was a kid It at least is fun for a few minutes to see Chi Chi fight Gohan during the Garlic Jr. saga, lol
The stuff that isn’t in the manga/non canon stuff is mostly lame but who would want to live in a universe without the driving school episode
Yeah, all of it was completely written by Toei which is why it’s mostly not as good lol I like some of the padded stuff (otherworld tournament) but filler is to blame for whole episodes of yelling and powering up.
The original dub was an incredible disaster. They would literally cut episodes and splice them together to reduce the number of episodes to speed things up. They ended up making their own inconsistencies and plot holes this way. They are also where the "it's over 9000!" line comes from.
I forget that Pikkon was never a canon character. One of the few original Toei characters that is somewhat decent.
I never even knew (until literal decades later) how much of the Saiyan saga I missed because I only ever saw the Ocean dub back in the day. Basically every scene with Launch, the arc where Gohan tries to save the robot, etc. All of that was cut. They also cut this insane scene from Goku’s travels on Snake Way where one of the snake lady’s henchmen loses Russian Roulette. Definitely never saw that as a kid.
They cut out 15 entire episodes worth of content and they only made it to about Captain Ginyu. It was like they were making their own Power Rangers.
