I don't have an official answer but it was something I was really confused about and I think it ultimately comes down to how focused it is on Bucky and the program that made him the Winter Soldier.
I can't quite explain, maybe it's just me thinking a movie made almost 8 years ago should be close to what we get these days. Just the costume design was kind of cheesy, characters weren't fleshed out (serious Thor ain't great lol), stuff like that. Maybe my judgement is off-base. I don't know.

Ya I cant say Ive seen Age of Ultron above the first Avengers much, but thats cool. I will say that even though Age of Ultron was a bit of a mess for me I still really like it and love how much it ties into the rest of the MCU. Ragnarok, Cap lifting Mjolnir, Clints family, Cap dancing with Peggy, all of the visions they see really, Tony first mentioning Endgame, Vision, Wanda, etc... Theres just so much connective tissue to that movie that I appreciate.

He was also part of that trio of Mar a Lago members who were shadow-running the VA for Trump. He's a big Trump guy. Among a number of other generally horrible things. And all that is in addition to the fact that he's the reason why the TV show characters don't cross over into the movies. Which is why I was shocked that James D'Arcy was in this.
Oh and I will say that after my second viewing the ONLY storyline/relationship among all the characters that I felt lacking in the way it wrapped up was Nat and Bruce. Even though it wasnt executed the best, I personally did appreciate their relationship. I think Nat saying something along the lines of "I remember when this was impossible" when referring to him and the Hulk becoming one was the only interaction they had really. Just with how much of connection they had, I wouldve liked a personal moment between them, even if it was something brief like them showing after the Snap that they are close friends.
one of the worst Perlmutter offenses is making Shane Black and co. change Iron Man 3 from having Rebecca Hall be the big bad to Guy Pearce his reasoning was essentially "boys won't buy the action figure if the villain is a girl" I like that movie more than most but it would have been even better if the final twist was that the ultimate villain was Hall's character, one of countless women a pre-Iron Man Tony Stark tossed aside without a care
It's not a coincidence that the movies have all been markedly better since his influence over them was removed entirely

Nat/Bruce was a relationship that shouldn't have even started in the first place tbh but the one thing that came from that that I was happy with, was Clint getting a family. I def shipped him and Nat before that lol
Almost at $1.8 billion before the second weekend. TFA and Titanic are going to be dethroned by Monday.
Only thing is it hasn't been holding throughout the week quite as strong as TFA, which was insane how well it held so that's not on Endgame so much as TFA being that much of an absolute beast
