i don’t think it needs to be best friend. but i’m not sure how to add someone on the friends’ list w/o visiting their island or meeting them in-game
If y’all have a lot of nook miles and don’t use them, you can buy the nook miles ticket and resell them to the nook twins for like 8,000 bells or so.
