I haven't been lucky enough to get a rare flower island.

But I guess those numbers are in reality even smaller.

The base rate for a flower duplicating is 5% if only you water it. So if you get lucky with that 5% and the flower reproduces, THEN there is a 25% (or % for whatever flower) of it being the colour you want.
