I think maybe it does that? Some of the villagers you get to recruit, but then others are kind of given to you. I don't think anyone truly gets how the whole system works yet, seeing how there's different answers everywhere lol

 

Pretty much have to fill an empty plot within 24 hours or expect that it will happen for you.
