Yes, some teams tank, but also some are just bad. If you're tanking, you're trying to get a better player in the hopes that you can get better eventually. Obviously it doesn't always work, and some teams end up in purgatory for a long time. Every single game will have a losing team regardless, and making a blanket ruling on their intentions and punishing every losing team isn't really solving things. It still incentivizes teams to get to a certain place in the standings, only now fringe playoff teams have a shot at much better odds than before. Now there could be tanking in Silver's beloved play-in. If they want to punish tanking teams that's fine, but I don’t think flattening lottery odds is it.
