A "seat at the table" implies a lot of participants of varying degrees of influence, it doesn't mean you're leading the discussion, it means you're worth mentioning. How do you know that I'm "tiering" any of it? If I elaborated more I would say that LA / Chicago / NYC are the best for obvious reasons but that Baltimore, Dallas, North Florida etc deserve a "seat at the table" at least.

A seat at the table means what I said it means. Again, it's a common expression. Everyone interpreted it that way because, again, it's a common expression. And no, they are not worth mentioning on the level of the top cities.

That's not true though. In a more literal sense, a political minority that wants a "seat at the table" isn't saying they want to solely shape policy, they're just saying they want their voice to be heard and to have an impact. Maybe, one time out of 100, you are interpreting the phrase in a weirdly specific way?
