They can, and they do, with the LV Aviators, who topped their respective league's attendance numbers last season with much better attendance than the A's had last season.

I could be wrong but I think the Aviators play in a suburb that’s a couple thousand feet higher in elevation than the Strip and is a little cooler. I’d be surprised if there’s no roof.
