the utility company I worked for in the past offered this, but it was on a rate plan that was more expensive for the same service so it did wind up being more expensive in the long run

if they’re regulated, I think it has to be on the same rate plan regardless (so it’s probably fine to do one of those payment plans), because you also don’t have a choice in who serves you and I think it’s a blanket rate that the utility has to charge to everyone they serve, and if it’s deregulated, participate at your own risk
