Ravens would probably trade him to the Bengals just to call the Steelers and rub it in

 

Steelers might be bad for a few years but the Bengals will never be good

I’m assuming they match or get close to whatever the market offers Hilton as long as it isn’t crazy, mostly sit out the first wave of free agency, and bring in a bunch of solid enough vets on short term or prove it deals
