They measure a combination of speed and buildup / burst. They measure how much or how little buildup it requires to REACH your top speed. It's that acceleration over long distances that gives you a good 40 time - not long speed itself. And that's definitely the kind of speed you need to run routes.

If we were measuring long speed we would just use a speedometer not measure how fast they can run 40 yards

oh he is definitely a terrible coach but he was actually pretty innovative between 2007 and 2012 - it's just the rest of the league caught on and he stopped innovating haha
